Reading Common Grace 3. The Institution of Government

Government finds its only true legitimating impulse in God’s gracious provision for humankind. Although the Noahic covenant marks a new era for Common Grace, the actual start point is found in the Paradise account where God restrains the evil unleashed and institutes a form of ‘government’ between the Man and his Wife. Common Grace is immediately evidenced in the Garden after the Fall as the promised penalty (‘in the day that you eat of it you will surely die’) is delayed.
